What is the position of Russia and Japan on reforming the United Nations.

If you could give me the website where I could view this information that would be great!

  1. Japan wants reform in that it would like a pernament seat on the UN.


  2. Russia and Japan must challenge the US not to dictate the tempo in the UN.  The US is very much influential in the UN decisions by making it just a pawn for its foreign diplomacy.

    Japan is not a permanent member and therefore can challenge nothing regarding any of the 5 permanent members. The US strongly supports Japan's bid for a permanent seat - China opposes Japan's bid and Russia is wary of Japan's bid.

    Further more:

    The US has no more authority in the UN, than that of the other 5 permanent members, that is a simple unequivocal fact. All hold veto power and any one of them can block any resolution/charter they see fit.

    *None* of the 5 permanent have extra-plenary power beyond the power of veto - The idea that some like the US do, is a myth perpetuated by people donning tinfoil hats.

    As for expansion for the Security Council:

    The United States, Britain, France, China, and Russia (the 5 permanent members), *all strictly oppose* any increase in permanent members (veto power).  

    There have been proposals for "permanent seats" (no veto power). However, due to nations quarreling among themselves for the prestige of having a permanent seat, negotiations have become nearly impossible.

    India is the most likely to achieve a permanent seat, none of the 5 permanent members oppose.
