Did you ever wonder how many mad scientists are out there in other countries that have no regard for regulations? What the govt doesent tell you about this matter?

Its possible, but highly unlikely that the govt themselves wouldn't be keeping an eye on them.

We might not be aware of it, but doesn't mean that there running loose like chickens.
