Unknown stain on new dress?

I just got this brand new dress and I got 10% off cause of these small stains hoping I could get them out. I've tried hairspray, they're small, blue, and kind of look like ink but I don't think they are cause the lady at the shop said ink usually comes out w/ hairspray. Any quick easy solutions? They're really small like a pen point.

Tried vinegar ,and water with a tooth brush brush from the inside out .wipe with cotton ball.

Whoa, the last time I heard about a stained dress, a President got impeached shortly thereafter!  

Would this be a blue dress?     I think I might know what the stain was caused by.   ;->

Shout Advanced in a blue spray bottle is new and made for old stains. try it and look at the dress before you dry it. you may need to let it soak for awhile.

Ask your local dry cleaners and they will tell you to NEVER use hairspray it causes the ink to bleed.  Next time blot it with a spot treatment and let it soak in cold water before cleaning it (of course this depends on the material, hopefully it's cotton).
