how do u make a staticy picture look well, not staticy usine photoshop?

I don't really know what you mean by "staticy". Do you mean there is lots of digital "noise"... the ugly colored specks? That is due to a high ISO set in the camera. All point and shoot digitials have horrible high ISO photos. In the future, set the camera so it will not use the high ISO speeds.

As for now, there is not a whole lot you can do if the photo is really noisey. There are blur progams to help some, but you end up losing lots of sharpness and detail.

You may want to try converting the photo to black and white which will make it look a little better.
