Upon leaving FAA Air Traffic Academy what is a starting base pay? How soon will raises come about?

a lot depends on what kind of pilot position you can get. frieght haulers are the lowest pay. some private pilots make good when working, but don't work a lot. commercial pilots make the most.

The actual structure of the pay increase system is a bit convoluted (it is the government, after all) and it is based on the pay rates at the facility to which you are assigned.  I'm at a major, busy, ATC facility and our new developmentals training under the "Functional Training" program are reaching CPC in as little as 14 months.  The linked PDF will tell you how the system actually works, and you can use 14-18 months as a ballpark number of how long your training will last.
