Urgent. DNA to prove paternity.?

paeternity test. when a DNA report says "Mr..... cannot be excluded as the biological father of the said baby". what does this mean? is he the father or not?

It should also have a percentage like 99.99%

It means that there is a possibility that he is the father. There should be a percentage that tells you how likely it is that he is the baby's father. 99.98% means he is very likely the babies father.
