Urgent Help!!! How to get a title for a second hand Vespa??????

I bought a Vespa LX150 from someone who use to reside in LA and she never sent me the title but did send me the registration for the Vespa. She has since changed her number and has not responded to my emails for 5 months. I reside in NY and need to urgently register the bike with the state of NY. Is there anyway that I can get a new title???

In Louisiana, if you lose your title or registration, all you have to do is go to the DMV, pay some money, and they print you a new one because once you register a vehicle in LA, they create a special LA title. All they have to do is reprint it. If you ever get in touch with this person, tell them thats all they have to do. Try to search through an online search engine like peoplefinders.

If you have the bill of sale and the registration, take it to the NY dmv, they might be able to work something out. I know it's a pain, but I'm sure there is a workaround.
