why do traffic lights in vancouver flash green?

That's not just Vancouver to let you know. And it just means that the light is pedestrian-controlled. If it flashes, then it will respond if you push the button (not necessarily quickly) and turn red. Then you can cross. Not all of them flash green either.

You mean the traffic lights for vehicles, right, not for pedestrians?  A flashing green is an advance green for that traffic allowing vehicles in the left turning lane to turn left before the light turns green for the traffic heading in the opposite direction.
