Us embassy philippines?

i had a b1/2 visa multiple indefinite visa and had it changed to h1b visa. i came home to the philippines a couple years ago and i want to go back to the us for a vacation. do i need to reapply for a tourist visa even though i was issued one before. if yes, what are the chances of me getting a tourist visa again? do the embassy know that i changed my status then from b1 to h1?
