Us navy dependency waiver?

Question

i want to join the navy but the recruiter at MEPS told me that i need a dependency waiver. i have 3 dependents my wife and my 2 kids. my wife is currently working part time making 600 a month and i have 1200 a month on debts and bills. would that stop me from joining the navy? if denied can i re apply if my wife gets a full time job and make more money?
