Usb sound card (m -audio)

Question

usb sound device was working fine last night, to turn it off I just pulled out the usb connection and powered down. This morning the laptop is acteing like there is no drivers installed. So ive reinstalled it and still no joy. When I put the usb device in the port it just makes a rejection type noise.
