yes ... the card states "as many harpie lady as possible" ... this means if you have 5 spaces and 5 in combination of harpie lady and harpie queen (harpie lady/1/ 2/3/cyber harpie) then you must special summon all 5

Yes you can because you can only have 3 cards that are treated as certain card because it considered the same card, but you can have 3 cards treated as Harpies Lady and three Harpie Queen in your deck.  Harpie Queen is only treated as Harpie Lady when on field and in grave, and the rules say you can only have 3 cards treat as a certain card in the deck it says nothing about on the field, and Hysteric does say a certain number it just says as many as possible.
