Using Skype in Iraq?

My husband is in Iraq, and I was going to get him a cellphone, but people have told me about skype and how he can get a plan for $2.95 a month, and get his own phone and number. Does anyone know about this? And can explain it to me, or send me somewhere where i can learn more information about it?

skype is great for anything, even free video calls and is a friendly interface and fun

actually for where he is it's 10 a month and he will get his own number and all that as long as he has internet connection it does work pretty well though, the cell phone thing is to expensive cause you have to get a specialized phone to work there or pay a lot extra for worldwide coverage.

dont get the plan just buy him a webcam and a laptop and you can talk to him through computer to computer is free and the plan that really doesnt work at all i brought $10 worth of mins and i have been calling for only 3 times and all 3 times i didnt connect but they still charge me like 9 cent per min... i talk with my brother who lives in vietnam through computer to computer and i can see his face... through webcam.. and it is really fast.. and FREEE!!
