Yes, Carnival Cruise Lines has completed the fleetwide implementation of cell phone service aboard all 22 of it's "Fun Ships".

Call At&T....get their rates....The answer is yes, but usally 2.50 per minute any use. This applys to most modern fleets like Carnival, princess, etc...even some small ships are set up for cells
