I'm putting together a website about problems I've had with George Wimpey (The house builder). Is it against the british (english or scottish) law for me to display the logo on my site?

  1. Directly, yes.

You could probably skirt the issue nicely by, instead, taking a picture of yourself with the logo in the background.

  2. You can not display someone else's logo on your site.  It is their property and they have the right to decide who can use it.  If you do not remove it, they can sue you for tons of money for copyright infringement.  This would be tens of thousands of dollars in fines for you.  Also, you can not display their logo in any way shape or form including discretely displaying the logo or putting it in the back of a picture.  That is why in a lot of television shows, they will have their hands over the name brand of a product, like a can of soda, that they do not have the permission to display.

  3. Yup - it's a violation of their copyright.

Can't use it without their permission (Good luck getting that)

And you better make sure you can prove EVERY ALLEGATION in Court if you're making public statements that can be construed as slander.

Even if you can, be prepared to be sued anyway.
