Vacancy means to be filled, for example, the hotel still has vacancies or this building is vacant (empty).

It reallly depends on the district.  In most cases, a school district already knows who they are going to hire. But by law they have to post the position anyway.  You could always call the school to see if the position has already been filled so you don't waste your time.
