  1. Would suggest either Dubai, Muscat or Egypt.  Since you are traveling during Ramadan, you might be better off in Dubai as in other countries... mainly due to the fact that although it is Ramadan, a lot of restaurants are open during the day and it isn't as strict as some other Muslim countries during that time.    They get a lot of tourists, so the resorts tend to serve food and drinks during the day since they are not considered "public".  Hope that helps.

  2. It depends on your budget.

If your budget is 5000+ SR for one person per week, then you should go to Jordan, it's a very nice place, clean, westernized, people speak English, many places to visit and things to do.

Dubai is the second option, it's also expensive but great value for your money.

Syria is number three, nice and cheap, but I think you'll have to learn some Arabic to use with Taxi drivers and shops.

Lebanon is excellent and it used to be number one on my list, but it's not anymore because it's currently politically unstable.

Egypt is cheaper, you can visit the pyramids too, but the city is too dirty.

As for the visa, you have to call the embassy of the country you are willing to visit and ask about it, they will give you detailed information.
