Validity of torn currency notes?

In India, is it legally valid to reject a torn currency note even if the number and all details are clearly visible?

no one can reject or denies to accept INDIAN CURRENCY no matter what condition it is.

it is better exchange it for a new one to your nearest nationalized Bank.

I would think that in any country the right thing to do would be to take the note to a bank and let them deal with it for you.
