Can I apply the effect of "Venom Serpent" ,"Venom Snake" and "Venom Boa" in my opponents turn???

No, only your turn.

If it was either player's turn, the text would say so.

No, unfortunately you cannot. Most effect monsters (like the Venoms) have ignition effects and you can only use them during your turn. The only monster effects you can use during your opponent's turn are multi-trigger effects which say on the card that you can use it's effect during your opponent's turn.
