Venting codes for a pro style Dacor stove top

Question

We are remodeling our home in Carlsbad, Ca. 92009 and replacing the stove top with the above. We have windows above the cooktop and cabinet restraints. An appliance contractor suggested as an option that we don't need to install a vent of downdraft system, "since it wasn't a code requirement anymore" and that we open windows for cross ventilation.
Is is correct that there is are NO code requirements for this situation?
