Venue stewards?

who decides who will be the stewards for the ricky hatton fight at the city of manchester stadium on may 24 2008, are they employed from outside companies or does the stadium provide the stewards, also do they need to be qualified for the job?

My friend is a steward at the millennium stadium ,Cardiff and they use their own tried and tested people who know the stadium.
