go to the income tax department website :incometaxindia.gov.in

in the home page itself ( in the bottom of the page) challans 280 - 281 click on 280

you click on challans

from the menu of various forms that are available to download click on pre filled ( with pan no & name )challans

click on 280 and enter.

then the challan that is generated displays the name of the card holder of that particular number.

( write now in this system that challan is not being generated. Otherwise i would have given that name)

PAN numbers should not be put on display like this. Someone could misuse it. And as for your question, the IT (Income Tax) Department will be able to do that, only if you give your request in writing.
