Vespa or other electric scooter?

Ok- I'm a 13 year old girl living in the bay area, california, and i was wondering what the laws are for me riding a motor scooter.

My moms been considering getting me one (with me paying a lot, of course), because next year it might be hard for her to drop me off at school, and she's the only one to take me, theres no bus i can take, and its too far to walk.

So, what are the rules for me riding one? Whats the most miles per-hour i can have? Whats a good model for me? (i'm 5'5 by the way)

I would consider contacting the California Highway Patrol, they would know if your old enough, and legally what can you ride.  Here in Colorado anything under 50 cc doesn't need a license so it's far game.  What kind of scooter is going to depend legally what can you ride how much you can afford etc.  I would first go to www.chp.ca.gov and start there. Find out what you can ride then surfing the web sites of the various manufactures good luck.
