  1. It is very easy what you want to do:

    >> Open Windows Movie Maker. (Start>>All Programs or search in My Computer)

    >> After you have opened it, go to File>Import into collections.

    >> Import the picutre

    >> Then, make sure the Timeline at the bottom is visible. Press Ctrl+T if not.

    >> Drag the Picture onto the timeline in the VIDEO section of the timeline. VIDEO section, remember.

    >> Zoom in with the small button in the Timeline. When you can see the small pic thumbnail, extend it towards right for a good bit. Keep your mouse on the rear of that thumbnail to extend.

    >> Next, import the mp3 file.

    >> Drag, it to the AUDIO section of the timeline.

    >> Make sure you place it right at the start. You can left click on it and drag left or right.

    >> Now, select the pic thumbnail and extend it more than the song is. It would be better if you extend the picture exactly till the audio ends.

    >> Next, click on File>Save Movie File or Publish Movie (Vista).

    >> Select the next options as per your wish. Leave them at default if you don't understand one.

    >> In the end you will have your static image movie with a song in the background movie.

    Hope this helped.
