Video playback of 13 fps any good?

13FPS is somewhat slow, and will appear sluggish anywhere there's fast motion, a standard NTSC DVD for example is almost 30 fps, while a Pal dvd is 25 fps

cartoons are drawn at 12 fps, then double shot so it doesn't flicker on projection.  barely adequate for subjects with a lot of motion.
