Vintage Roadmaster dynamic road bike.is this a quality bike?

im thinking about buying this bike off somebody for my girlfriend and i need to know if this is a good bike. also its 23" and 32" standover is this a good size for somebody 5'10 ?

1.  Anything Roadmaster is a lower end bike.  

2.  23 inch frame is pretty frikkin big.  She might be OK on the standover, but the cockpit's going to be pretty big, i.e., a long reach for the bars.   Even worse, women typically have shorter torso's than men.

I think she might just about fit on that. I ride a 23" bicycle with the saddle raised a couple of inches and I am 6' 1". If the saddle is at its lowest I think she might be all right.

As for the quality, I would need to see a picture of it.
