Vinyl windows won't stay up!?

Our vinyl windows will not stay up. I've looked at the balances and tried to tighten the s***w but nothing seems to work. I've turned the balance rod itself and that doesn't work either. I've noticed that the bottom metal part of the balance isn't sitting down in the slot of the plastic bracket??? Should it be? It is snapped into the bracket though. Any help would be much appreciated! It sucks having to prop them open!

I had to replace the "things" on both sides of the window that are set into the frame.  Like a long spring.  It wasn't worth the cost so i kept propping it open.
