A promotional code is offered to you by Virgin Trains as an inducement to buy tickets at a reduced price. There is no one 'promotional code'. If you haven't got one, then you can't enter one when buying on line - it just means you can't take advantage  of whatever offer the code related to. You can still buy tickets, though.
