Visa Plus?

So there is a debit card, which can be used anywhere visa is accepted

Now there is another debit card which isnt visa, but accepted at cirrus, maestro and visa plus.

Does that mean the non-visa card can be used anywhere visa can be used at atms? Is visa plus the name for visa atms?

Yes but check with your bank to make sure they will allow foreign transaction.    It can only be used at atms not at merchants,  However, if the card has the maestro logo on it, it can be used at merchants if your bank allow foreign pin transactions and the merchants take maestro.
