Visa & airline tickets from Moscow

Question

When getting a B-2 tourist Visa to USA from Moscow, is it required to have plane ticket in hand before visa is granted from US embassy in Moscow? (My GF is confused and filed for Visa and had interview)

I can't seem to find the correct answer. I have been told the US embassy needs to see ticket to usa before granting visa. However, e-ticket cannot be picked up in Moscow without visa. Damm its confusing. I am purchasing ticket for her. confused

I just checked their website, I found nothing about a requirement to have a plane ticket with the visa application. How should that work anyhow? Buying a ticket, and when the visa gets disapproved paying cancellation fee?
