Visa question??? please help.

Question

My uncle has been trying to get a visa to come to America,(since like 9 years ago),they keep saying "there are not enough visa's at this time...and that they are giving visas to the ones who asked for one more than 9 years ago still). I would like them to visit America before I go off to college. Any advice/comments?
