Vista,can not down load active x

Question

i need to down load active x,i have try every thing that abobe has told me,still wont down load.keeps saying go to 19166,now every time i open a window i get do you want to allow software such as active x controls and plug ins to run.......does not matter what i do,it keeps comming up,and now all so now on my pop up on every window,i get your security settings do not allow websites to use active x controls installed on your computer.....funny thing is it wont let me install any way...i need help please
