Vista Startup Repair Tool is stuck in eternal loop?

Question

I somehow contracted an infection a while back and it finally kicked my PCs butt. I can no longer get Windows to start. Not even into Safe Mode. All it does is run it's check and then restarts to do it over again. It keeps showing that there was an item found and it was repairing it. Then it shows error 0x0.

I need specific help on all possible ways to get into Windows without a recovery CD. DOS? C prompt?
