Visting Cuba to get married. What are the rules for cuban citizens?

My Fiancee's family lives in Cuba and they will not be able to come to America for the main wedding for obvious reasons. I'm not cuban, nor of any hispanic descent, but my fiancee is cuban and working on his american citizenship. Is there a way to get married at one of the Cuban Hotels in Havana and have this family come to the wedding? My finacee told me that it was not possible for cuban citizens to come to the hotels. Is there a way to have a second wedding in Cuba at a hotel so his family could come? Also, again, this isn't for a wedding certificate since we will be married in America, so do we do fill out paper work? or can it just be a simple wedding? If anyone can give me an insight on cuban rules for cuban citizens and vistors, I would appricate it.
