When low temperatures are predicted, what preventitive measures can be taken to avoid young buds from freezing

Bring them inside, if possible.  Otherwise cover them with a blanket, as that will trap some of the ground heat and keep the temperature under the blanket a little warmer.

For the big time, use big fans to keep the air from being still.  Or, be old fashioned and use stinking smudge pots.  Most contemporary planters and orchards are using the fans now.
