Betamax, the german company running websites with many many names are offering free calls to over 20 destinations and millions are using it. there sites are voipbuster.com voipcheap.com etc.

for quolity, it is skpye and yahoovoice are great.

There is no such thing as the best VOIP Service. Like there is no such thing as the best bread. It just depends on what suits you the best.

It can be quite daunting finding a good service, but I would start with Voipstunt or Voipbuster. They are cheap, have been around for a while, offer their service in many countries and  you can easily make VOIP Out and phone 2 phone calls.
