Depends on your application. Every DC supply has a voltage control on it. It ... guess what ... controls the voltage.

And most controls (pots) have a variable impedance also, that's how they work.

But I suspect you are after more specific answers, but you need to provide the details. Is this high power AC, or low voltage DC, or what?
