Volume limit on Mac OS X

I would like to lower the maximum volume for my Mac. I am administrator so I should be able to do it.

use soundflower set it as the input device, and the output device.

its installed as an audio device, that has input AND output. lower the input level, now your system has capped max volume, I have $500 shure e5c earbuds, I accidently plugged them in when the headphone volume was cranked, from some higher impedance headphones I own, I don't think I have ever heard anything so loud, and most likely never will again. It hurt like h**l.
