Volunteer ambulance?

why are there volunteer ambulance corps when there is a state/city ambulance? when do people use the volunteer ambulance and when do people use the state/city ambulance? when people dial 911, does the volunteer ambulance respond or does the city's ambulance respond?

im not completely sure.. we dont have that here...

however, i am on the volunteer fire department, and we do respond to scenes where the paid ambulance goes.. i am an emt, and there are several emts on the department..

this helps when the person lives far out in the county, and the volunteers can get to them first, and maybe save a life..
