Voter registration for a new Washington DC resident?

I'll be turning 18 mid-July, and I'm currently a resident of California. I'll be moving to Washington D.C. in late August for college, and I want to be registered to vote in time for the 2008 general election.

Will I face any restrictions, being a new DC resident?
