W4 withholding amount for married couples?

Form W4 has a "two earners or multiple jobs" worksheet that calculates an additional amount to be taken out of each paycheck. My question is if I have to complete this form or could I just end up paying the tax bill when I file my 2008 tax return?

Also, for the personal allowances worksheet for line C, it says enter "1" for your spouse but enter "0" if you are married and have a working spouse. Is this my choice to make or do I have to enter a specific one?

  1. You could just pay the extra when you file, but you'll be penalized if the balance is over $1000
