  1. It depends on the meter. Ideally, yes. In reality, no.

    So I would have to say No.


  2. the water meter usually measures total consumption of gallons and not flow rate. so it would have a reading at all times, each days reading should be a little higher than the last. it works the same as the electric meter used by the power company to charge for electric consumption. however old mechanical dial meters are being replaced by newer technology in which case an electronic meter display may not indicate anything until activated by the meter reader.  some meters now are self-reading sending the data wirelessly the the reader, or even the central office, making reading by the customer impossible.
