I don't know the exact date of 2nd counseling.But I can explain you the process.This year 2nd counseling is completely via web.A scratch card is given to you when you attend the1st counseling.When the 2nd counseling begins you enter the official website given by the govt.Then enter the number in your scratch card in the space provided for that. Then enter the college and the group you are interested to join.You can enter as many preferences as you like.After that they will check if there are any vacancies in the colleges and the groups you preferred and they will allot them based on your merit.That means if any person also preferred the same college and group then among you the one with better rank will be allotted that seat and your next preference will be checked .Like that you will get one seat from your preferences.

But one advice from me is give the preferences in an order.The college or the course you like the most ,you give it as 1st preferrence and the next group you like as the 2nd preferrence and so on.That is all about the process.I wish this answer can help you to clear some of your doubts as I have given very detailed process.ALL THE BEST.I don't know about NCC category counseling.
