WHAT DOES IT MEAN, when people have "THE KEY TO THE CITY"?

burglars can get them easily and not leave any entry signs in your house!!

they often stick large cities up their jumpers and run across borders with them and many police are baffled when the city vanishes...

Presenting someone with the key to a city is a symbolic gesture, indicating that the person is welcomed to that city.  An honor usually bestowed upon famous people.  A big, fake key is usually presented at a public ceremony by the mayor or someone similar as a token of appreciation, admiration, etc.
