  3. It stops the overfishing of whatever species are in season, because it limits your take to so many fish per person. (Where I live this is currently set at 6 per person.) The penalties for not having a license, or for fishing MORE THAN what you are allowed is very stiff here as well, and can even include the loss of your vehicle.

  5. I don't know where you're posting from. In California you can fish from a public pier (or, iirc, a bridge) without a license where fishing is allowed. Taking marine life in any other context (e.g., from a boat, casting from the shore, diving etc.) requires a license. The reason, and I 'm sure it's a pretty universal one, seems to be to fund the fish and game department...who then again send out patrols to see that fishermen are licensed.

  6. Generally [At least in Colorado].... License fees go to fund the Department of Wildlife to enforce poaching laws and keep the law enforcement branch of the DOW going. Colorado also stocks many streams and lakes and the license fees also pay for that.

    In addition to your normal hunting/fishing fee you pay a small Search and Rescue fee so if you're lost you're not stuck with a huge bill. Kinda a nice feature.

  7. the main reason is have money replish the resource and to govern the fishing commuity and provent the fish and game being raped by people that just catch and keep all the fish that they catch.  there is money that go to hachery and law officer like game wardens. if it was not for the wardens doing there job you can go fishing and maybe not catch any fish , because you can over fish the resouce

    If you can find a lake that isn't owned by anybody you can fish it with no license
