Then Moses said, “You have been set apart to the Lord today, for you were against your own sons and brothers, and he has blessed you this day.”

  2. It is a bit out of context.  He is talking about consecration.  Because they had made a golden calf and Moses stood in the gap for them.  He wanted to know who is on the Lords side.  Read the whole Exod 32 it will explain the situation.  He asked for a offering for breaking the covenant.
