  1. The CDC has no scientific personel to measure the effects of cloud seeding, it does mention  the risks of silver iodine in an unrelated report.

"No occupational exposure limits have been developed for silver iodide. Silver iodide is a non-soluble

compound not likely to produce toxic effects from either silver or iodine. Therefore, silver iodide is

categorized by OSHA as a particulate not otherwise regulated (PNOR) The OSHA PEL for PNORs is 15mg/m3. This is a generic criterion for airborne dusts that do not produce significant organic disease or

toxic effects when exposures are kept under reasonable control. ACGIH classifies these substances as

“particles (insoluble or poorly soluble) not otherwise specified (PNOS).” ACGIH believes that some

PNOSs may produce adverse health effects and recommends that full-shift TWA exposure should be kept

below 3 mg/m3 of respirable particles, and 10 mg/m3 of inhalable particles until a TLV can be set for the

particular substance.3 An extensive review of the medical literature revealed no evidence that exposure to

silver iodide is associated with thyroid abnormalities."

Which in summary I feel means that there is a possibility that the threat posed by silver iodide is not down to it's chemical nature but rather physical nature and possible asphyxiation when in high concentrations.

I'd imagine there is questions to be asked of the ethics of Cloud Seeding as preventing rain may cause drought and preventing droughts may cause floods as well as other environmental factors. Another factor to consider is the effect the seeding itself has on the water system as more air-polutants are brought into the water supply by greater floods. This may increase the regular concentration of polutants found in water.

I think I found that Issues surrounding Silver iodide and dry ice based Cloud Seeding have been taken up by MIT and not the CDC. The CDC is completely American based, while the academic study of MIT could expand to China with the permission of the Chinese government.
