Depends upon where you are at.

Ice cold bottled water is safe.

Fresh fruit is good if you have a source and can move it before it spoils.

Tamales, hot dogs, tacos are good but take equipment.

Hot Chocolate, Lemonade, and Iced tea could work.

Cookies and other baked goods have a higher investment and fewer customers, but may be good in conjunction with the drinks.

You can sell fruits like watermelons, pineapples, etc sliced and in clear plastic containers  but you would need a peddling license. You can sell mediums ones for $2 and large for $4. It's very common here in California and they also sell fast during the hot weather.
