Go to the Stardust diner.  The waitstaff perform songs the whole time you are there and when I was there they sang Happy Birthday to a girl.  It is a fun time.  I don't think you will be disappointed!!!!  Here's a link so you have the address and menu :)

BBQ'S is the place to go, the food is good and priced moderately for the amount of food you get but you don't get refills on drinks like at applebee's. They will sing happen B-day to him but he won't get cake he'll get a slice of their cornbread with some strawberry syrup and whipped cream. Just make sure you don't go when it's busy or you'll have a wait of like 15min. The one in Times Square is my personal favorite but their are 5 locations in the city, one on livingston street in Brooklyn, 23rd street and 8th ave , 72nd, 42nd (times square, between 7th and 8th aves) and 116 and b'way in washington heights in nyc.

Applebees is the only place I know that will sing for your b-day. However espn zone is a great place if your sons into sports they have lots of t.v. screens with every game on, no singing though.
