Depending on the beach, time, amount of people and the presence of a life guard, it is usually against regulations to be skimming in crowded areas during high traffic beach hours. Newport beach in California has some good skim as well as Huntington (sometimes), but both of them sometimes don't allow hardboards, but like I said, if your lucky you might end up with a clear area or no lifeguard.
